Dear Colleagues:

The International Journal of the Analytic Hierarchy Process (IJAHP) has published its latest issue Vol 1 No 2 (2009) at http://www.ijahp.org. This journal serves scholars and practitioners who use the Analytic Hierarchy/Network Process (AHP/ANP) for decision making. We invite you to review the Table of Contents below then visit the web site.

The first article discusses the use of AHP-based questionnaires for evaluating alternatives about social issues. This study finds that using AHP to survey social issues is more effective than some other currently popular methods for assessing human perceptions. This article is followed by an ANP application on a practical and important problem for Poland: When should Poland join the Euro zone? This study performs a Benefit-Cost-Risk-Opportunity (BOCR) analysis of three possible timeframe scenarios and concludes that Poland would be better off entering the Euro zone in 2011. The latest news on this topic indicates that this is precisely the strategy that Poland is currently pursuing. The final article in this issue discusses the use of ANP to study combinatorial auctions. Combinatorial auctions are those auctions in which bidders can place bids on combinations of items, called “packages,” rather than just individual items. The ANP is particularly suitable for studying combin atorial auctions due to the interdependence of sellers, buyers, bundles, and the related auction criteria. The article presents a model for this type of auction. To close this issue, we have a treat in the essay section. Saaty, Vargas, and Whitaker provide what may constitute the Cliff notes of AHP criticism. They summarize all the criticisms made to date about AHP/ANP, and address one by one, each of the different categories. So, should any of the readers bump into any of these arguments, the response is likely to be found in this essay.

In a nutshell, this issue presents three research articles from authors in three different countries, and a review of AHP criticisms, enough material to keep IJAHP readers busy and give them a fresh look at the AHP/ANP in this New Year.

We have completed a very successful tenth ISAHP conference on the Analytic Hierarchy Process, July 28-Aug 1, in Pittsburgh, Pennsylvania. There were 85 papers, 110 participants and 28 countries represented. The link to the online Proceedings is http://www.isahp.org/2009Proceedings/index.htm.

This will possibly be viewed in the future as a historic meeting of the ISAHP society. The keynote addresses ranged from the talk given by Thomas Saaty, the creator of the AHP, where he laid out his vision for the future of the AHP to the talk by Daniel Saaty, our son, about how the AHP is helping the Green Bay Packers football team do a better job of picking players in the seasonal draft. At the Gala dinner river boat cruise awards were given to the 11 authors of the AHP that attended the meeting. These are people who have written books on the AHP in either their own languages or in English. Recognition was given to 15 new PHD's with thesis topics in AHP. The programmer of the SuperDecisions software, William Adams, was present. Five chairpersons of earlier ISAHP meetings were present.

Fabio De Felice and his Italian team have proposed to host the next ISAHP conference in 2011in Naples. This will be a terrific location and they are wonderful hosts as we can tell you from having attended a workshop organized by Fabio in Gaeta, Italy, in 2007.

There is still time to register for the forthcoming meeting on decision making, ISAHP 2009 (International Symposium on the Analytic Hierarchy Process)!

Please join us at this landmark event. We have well over a hundred attendees coming from all over the world. We will be putting a detailed schedule up on the web site very soon including information about the convenient transportation to the meeting.

It is not too late to register to attend the seminar. Pittsburgh, and in particular the area around the University of Pittsburgh, is a beautiful place with many convenient sights and attractions. The Gala Dinner will be a boat cruise dinner on the 3 rivers of Pittsburgh. Pittsburgh is becoming city of world interest with the G20 Economic Summit being hosted here in September. And Pittsburgh is famous in the US for being the home of the 2009 Champion Steeler Football team and the 2009 Champion Penguins Hockey Team. We realize it is summer and about our baseball team, The Pirates, oh, well…

Registration Information
The early registration deadline of May 15 is fast approaching. If you register early the discounted meeting fee is $300 (regular) or $200 (student). Go to ISAHP registration (www.isahp.org)to register. If you need a formal letter of invitation and have not yet contacted us about it please email Jodi at jtamewitz@katz.pitt.edu.

Accommodations Information
The meeting fee does not include dorm accommodations. If you wish to stay in the dorm rooms you need to sign up and pay for them when you register. Dorm room space is limited.

The Marriott Residence Inn has been added to the accommodation list ($119 for a suite with kitchen). It is a little farther from the meeting venue but has free shuttle buses, free hot breakfast buffet, an indoor pool and an exercise facility.

Paper/Abstract submission deadline extended to May 31
The final paper deadline is being extended from May 15 to May 31. If you have not yet sent an abstract please submit both paper and abstract at the same time in Word for Windows format.

ANNOUNCING THE IJAHP AN ONLINE INTERNATIONAL JOURNAL FOR THE AHP

The first issue of the online International Journal of the Analytic Hierarchy Process (IJAHP) is ready for viewing at www.ijahp.org.

The new journal is devoted to articles about the Analytic Hierarchy Process/Analytic Network Process (AHP/ANP). The AHP is concerned with the prioritization and measurement of intangibles. It is essentially a decision-making method, based on psychology and mathematics, that provides a comprehensive and rational framework for structuring a decision problem, for representing and quantifying its elements, for relating those elements to overall goals, and for evaluating alternative solutions. The ANP generalizes the AHP to dependence and feedback. The AHP/ANP is used around the world in a wide variety of decision situations, in fields such as government, business, industry, healthcare, and education.

The IJAHP welcomes submissions on all aspects of the AHP or ANP. Articles will be refereed by our worldwide panel of editors. The journal will appear three times a year. Abstracts can be viewed by anyone visiting the site. Registered subscribers can download articles free of charge. The journal is now open for business, and. we invite you to register. You can register in any or all of the categories: User, Author or Reviewer.

Dear Colleagues,

We are extending the early registration deadline from April 15 to May 15. Many of the people who have submitted abstracts (and papers) are from outside the US and must get a US Visa while at the same time arranging support from their institutions and making travel arrangements, so we are extending the discount deadline. Please register by May 15 to pay the discounted price of $300. Go to ISAHP registration to register.

Refunds will be given if you initially register for the dorm rooms but later change to a local hotel. See registration for other refund information.

Remember that papers are due by May 15.

The tenth International Symposium on the Analytic Hierarchy Process for decision making, ISAHP2009, www.isahp.org, will take place at the University of Pittsburgh in Pittsburgh, Pennsylvania, USA, July 30-August 1 (Thursday through Saturday). This symposium will focus on decision making with the AHP. There will be a free pre-meeting workshop presented by Thomas L. Saaty, the creator of the AHP, on July 29 (Wednesday) on the advanced theory for decision making with dependence and feedback, the Analytic Network Process (ANP). The biennial meeting of the International Symposium on the Analytic Hierarchy Process and Analytic Network Process (ISAHP 2009) for decision making will take place in Pittsburgh, Pennsylvania, USA, from July 29 to August 1, 2009. A free pre-meeting workshop on the ANP will be given on July 28.

Please email your abstract of 250 words or less as an attachment to a message addressed to abstracts@isahp.org by March 15. Papers are due by June 5. To submit your paper email it as an attachment to a message addressed to papers@isahp.org.

Please format abstracts and papers according to our Style Guide. You can download it in either pdf or Microsoft Word format by clicking here. The abstract should be in the same format as the paper with a title and authors' names, affiliations and email addresses. If you have already submitted your abstract you do not need to re-submit it even if the format was not what we are now requesting.Online registration is now open. Register by April 15 to pay the reduced fee. If you want to stay in the dorm rooms, which are excellent facilities and across the street from where the meeting will take place, the earlier you register the more likely there are to be rooms still available.

We are proud to announce that for the first time the Proceeding CDs from the ISAHP meetings in Bern 2001, Bali 2003, Hawaii 2005 and Chile 2007 meetings are available online under the Proceedings tab. These contain a rich treasure trove of papers on AHP/ANP.

We are also very proud to tell you that the Pittsburgh Steelers football team won the Super Bowl last Sunday, February 1, in a dramatic historic last minute play. So you will be visiting the City of Champions.

The abstract submission process for ISAHP 2009 is now open. Please email your abstract as an attachment to a message addressed to abstracts@isahp.org. Please format your abstract like the first page as shown in the Style Guide including the title of the paper, names of authors, and identifying the corresponding author's name with an asterisk (*). The text should be about 250 words or less. You do not need to include the keywords until you submit the completed paper. Leave off the page header at the top of the page as we will insert that later.

Please name your file containing the abstract with the last name of the corresponding author followed by the first name. A brief indication of your topic would also help us stay organized. Keep the entire name to about 35 characters with no spaces. Here is an example: SmithJohn_Environmental_Issues_in_Alaska.doc. If you have already emailed your abstract, you do not need to send it again unless you feel you need to shorten it. Scheduled talks will be based on the quality of the papers received.

You are invited to attend the tenth international symposium on the Analytic Hierarchy Process (AHP), ISAHP 2009. It takes place every two years and will be held next from July 28 to August 1, 2009, at the University of Pittsburgh, Katz Graduate School of Business in Pittsburgh, Pennsylvania, USA. This international forum is dedicated to helping people make better decisions.

In this tenth meeting any topic will be welcome that is presented with style. We will be sending an announcement soon about how to submit abstracts and papers. Here are several topics that seem worthy of emphasis:

Conflict resolution
AHP/ANP takes a different approach to conflict resolution than game theory. Papers that explore the AHP/ANP approach and draw the contrast with game theory are welcome.
Complex decision making by politicians and governments in domestic and international affairs
It would be a contribution to show in some detail how politicians can be inspired and encouraged to use the AHP/ANP in making their decisions.
The relationship of AHP/ANP to science and physics
Measures in physics need interpretation and judgment by experts after they are obtained. They are objective with the interpretation being subjective. On the other hand, in the AHP/ANP the subjective interpretation comes first in the form of judgments and measurement is derived objectively.
Biology and genetic engineering
Student papers

Scholarship, reflection and imagination are encouraged along with hopefully significant use in practice.

On October 11, 2008, the Institute of Operations Research and Management Science (INFORMS) of the United States awarded its Impact Prize to Thomas L. Saaty. The chairman of the committee, Professor Stephen Graves of MIT and his award committee wrote that "The AHP has revolutionized how we resolve complex decision problemsThe AHP is now an established methodology that is part of the OR curriculum for multi-criteria decision-making in business and engineering schools."

We are planning an ambitious program for the attendees at the ISAHP meeting. The Gala Dinner will be held on a boat travelling for about three hours on the three rivers of Pittsburgh: the Ohio, the Allegheny and the Monongahela. Included in the registration fee are Continental breakfasts, lunches on the days of the meeting, dinner the day before the Gala Dinner and the Gala Dinner itself.

Pittsburgh has inexpensive frequent public buses that provide Airport-University transportation. The university area has convenient hotels and dormitories very near the meeting location.
